WHAT IS THE FEDER?
The Member States of the European Union adopted the Europe 2020 strategy for smart, sustainable and inclusive growth. All European policies must participate in this strategy, with a budget of 960 billion euros for the period 2014-2020.
To make it more effective, the European Union has delegated three of its policies to member states:
The policy of economic, social and territorial cohesion,
Rural development policy,
Maritime and fisheries policy.
These three policies are funded by "European Structural and Investment Funds" (FESI). Among them, the European Regional Development Fund (ERDF) intervenes within the framework of the policy of economic, social and territorial cohesion. Its aim is to strengthen economic and social cohesion in the European Union by correcting the imbalances between its regions.
In France, for the period 2014-2020, the ERDF represents 9.5 billion euros:
EUR 8.4 billion is spent on the 'investment for growth and jobs' target, with a view to consolidating the labour market and regional economies,
EUR 1.1 billion is spent on the objective of 'European territorial cooperation', which aims to support cohesion in the European Union through cross-border, transnational and inter-regional cooperation.
In the national context of decentralisation, the management of the ERDF is entrusted to the regional councils. Each regional council is thus the management authority of a FEDER programme.
In France, the ERDF intervenes on the following topics:
Investing in research, technological development and innovation,
Improving the competitiveness of SMEs,
Promoting the development of information and communication technologies,
Support the transition to a low-carbon economy.
The ERDF also funds actions to support adaptation to climate change, risk prevention, transport, training, employment and social inclusion. Finally, in order to best address the specific problems of urban areas, part of the FEDER envelope is mobilised for the priority areas of the city's policy.
